A.   College of Education, Educational Leadership & Policy Analysis and Human Development &

Learning - Establish a new concentration in Counselor Leadership in existing Education Specialist degree in Educational Leadership and Policy Analysis program requiring 31 credit hours and the addition of four new courses.

 

B.    College of Education - Elimination of the GRE requirement from the admission requirements of three

         programs:

1.            Education Specialist – Students admitted to this program have already taken the GRE.

2.            Special Education – Praxis I will be required for students applying to this program.

3.            Early Childhood Education – Traditionally, the GRE has

not been a valid predictor for success in this program.

SECTION 7:  MISCELLANEOUS ACTIONS

 

September 29, 2003

 

A.      Election of a new Chair – Dr. Brown asked for nominations from the floor for a new Graduate Council

        Chair for FY 03-04.  There being none, Dr. Brown asked Dr. Champney if he would agree to serve this

        year as the Graduate Council Chair.  Dr. Champney accepted.

 

B.    RODP Update – Dr. Brown informed Council Members that this would be an information item on

        the March, 2004 TBR agenda.

 

C.    Dr. Champney asked Dr. Brown to explain his new responsibilities as of November 1, 2003.  Dr.

Brown explained that he would still be doing some assignments as Dean of the Graduate School.  He will be working on the Undergraduate Curriculum process as well as working with Academic Affairs and the Graduate School.  Dr. Herrin will take on some of his current responsibilities in the School of Graduate Studies and there will be an internal search for an Assistant Dean.

A.   Conditional Admission Policy – The following was recommended to replace the current conditional      admission policy:

 

This category of admission is designed for applicants who are in the process of completing prerequisite courses or degrees or whose credentials (such as GPA, letters of recommendation, background in the discipline, or interview) are less competitive.  Conditional admission may not be granted when significant admission criteria (such as GRE, GMAT, letters of recommendation, or in the case of international students, proof of an undergraduate degree) are missing.

 

Conditions will be outlined the admission letter and must

Be removed by the date specified.  If no date is specified, conditions must be removed prior to the completion of 15 graduate credit hours or one calendar year, whichever is later.  The student must then submit a request for unconditional status.  The Dean of the School of Graduate Studies will approve or deny the request upon recommendation from the degree program coordinator or program admissions committee.  After completion of 15 graduate credits or after one calendar year, whichever is later, a student with conditional admission status will not be allowed to register as a degree-seeking student and cannot be admitted to candidacy.  Failure to meet conditions of admission will result in dismissal.

 

Admission cannot be granted to international students without proof of degree.

 

B.    Transfer of Credit Policy – The following was recommended to amend the current Transfer of Credit

Policy:

 

Students may petition for the transfer of a maximum of nine semester hours of graduate credit from ETSU or other regionally accredited U.S. and approved non-U.S. institutions, if grades of “B” (or equivalent or higher were received (“B-“ grades do not transfer.)  Students may be required to submit documentation as to course content and duration of course prior to transfer credit being approved.  ETSU coursework solely is used to compute the grade point average; non-ETSU transfer work is not computed in the GPA.

 

All non-ETSU transfer credit must be posted to the transcript prior to the term of graduation.  Transfer of credit is not allowed in the graduation term.

 

The degree program time limit (matriculation limit) will begin with the registration date of the first course applied to the degree requirements, including transferred courses.  Credit earned prior to the degree time limitations specified in this catalog will not be approved for transfer and cannot be revalidated for transfer.

 

Students cannot transfer credits from a completed degree program into a current degree program.  Extension or continuing education hours will not be transferred for credit.  In general, credit earned at international institutions cannot be transferred, and petitions to transfer international credit are reviewed only if accompanied by a professional course-by-course evaluation.

 

C.    P.E.O. Scholarship - Dr. Herrin announced that a local chapter of P.E.O. has allocated $8,000 for a female ETSU graduate student for academically gifted women.  She stated that she would send them additional information on this scholarship and to submit nominations to her at the Graduate School.

 

November 24, 2003

 

A.    Allocation of  Tuition Scholarships to Departments - Dr. Dixon discussed problems related to allocation of tuition scholarships to departments due to the guidelines and restrictions placed on filling tuition scholarship positions.  He requested additional information on the policy and whether or not it could possibly be changed.  The restriction placed on tuition scholarships doesn’t allow a graduate assistant to move to a tuition scholarship in the second year of their graduate program as the tuition scholarship positions must be utilized for first-time only graduate students, or tuition scholarship renewals.  Dr. Brown explained that funding for these positions was primarily utilized for recruiting new graduate students.  There is some flexibility.  These positions were never intended to be used for second year graduate students.  Dr. Brown further stated that he will take this matter into consideration and determine if it would be possible to alter the policy.  Dr. Brown will distribute the policy at a future meeting and see about revising the policy to allow greater flexibility in filling vacant tuition scholarship positions within the various departments.

 

B.    Conditional Admission Policy & Transfer Policy - Dr. Brown reported that after the two policies were  submitted to Academic Council the Council recommended that it be reviewed and  revised further before approval by Academic Council.

 

C.    P.E.O. Scholarship would not be administered through the Graduate School due to ETSU Scholarship Committee policy.  However, the scholarship could be handled through the Private Agency to include requesting applications, selection of applicant, etc.

 

 

January 26, 2004

 

A.      School of Graduate Studies – Assistant Dean

 

Dr. Brown introduced the new Assistant Dean for the School of Graduate Studies, Dr. Jeff Powers-Beck.  He also informed the Council that Dr. Herrin was now the new Director for CASS and there would be another Assistant Dean position open.  He encouraged anyone that was interested to apply for the position.

 

B.       Academic Grade Appeal

 

Dr. Brown requested volunteers to serve on an upcoming academic grade appeal.  Drs. John Taylor, Martha Pointer, and Donald Hoover agreed to serve.

 

C.       Readings and Research and Standard Topics

 

Dr. Brown discussed the readings and research, standard topics courses explaining that these courses have a common rubric number and asked whether it would be feasible to have administrative review only for these type classes rather than bringing them before the entire Graduate Council.  Dr. Brown further explained that he will prepare a list of Thesis, Special Topics, and Independent Study courses for the Graduate Council to review before final approval.

 

D.      MSN – College of Nursing

 

Dr. Brown informed Council members that he has just received the electronic file for the new MSN in Nursing and would distribute the link to the Council for review.  He further stated that the RODP courses need to be on the Board of Regents agenda for the April 18th meeting.  The proposal consists of 350 pages including four concentrations and 63 courses.  A special called meeting for February would be called to address this proposal.

A.      Graduate Faculty Guidelines

 

After a discussion regarding application of the Graduate Faculty Guidelines for Graduate Faculty Appointment it was agreed the current guidelines would remain unchanged.  It was suggested that Dr. Dixon and his sub-committee review the guidelines and  make further recommendations as to interpretation of the guidelines when reviewing applications for appointment to the ETSU Graduate Faculty Appointment and bring their recommendations back to the Council for review.

            

 

B.       Tuition Scholarship Allocations to Departments –

 

    It was reported that Dr. Brown and Dr. Dixon met to discuss Dr.  Dixon’s concerns and thoughts

    about the Tuition Scholarship  program that were discussed in an earlier Graduate Council

    meeting. Dr. Brown indicated that Dr. Dixon’s proposal in would   have required changing

    eligibility requirements for tuition   scholarships which would alter the program, requiring a

    reevaluation of the program’s fundamental basis and major changes in ETSU policy. They

    determined to not pursue this  analysis at the present time and look for other ways to address

    the concerns of Dr. Dixon.

 

C.       Appointment of Assistant Dean – School of Graduate Studies

 

Dr. Brown announced that Dr. Cecilia McIntosh of the Department of Biological Sciences was

selected to be an assistant dean of the School of Graduate Studies. She is currently on a non-   

instructional assignment with the National Science Foundation and will begin activities next  month and fully join the graduate school in August.

 

 

April 26, 2004

 

A.       Dr. Brown extended sincere thanks to the entire Graduate Council membership,

 especially those members that served as chair or members on respective graduate council

 Subcommittees.

       

B.       Dr. Champney asked Dr. Brown about the specific role of each Assistant Dean in the School of

Graduate Studies now that the graduate office would have two assistant deans. Dr. Brown 

explained that he has planned two one-half day retreats with Drs. Herrin, Powers-Beck, and

McIntosh in May to look at functions, responsibilities and role each assistant dean would have in the Graduate School.

 

June 7, 2004

 

A.      Dr. Brown explained that three individuals from the Sherrod

Library developed an "electronic poster session" for the International Electronic Thesis and

Dissertation (ETD) Conference. The link to the presentation is http://etd2004.etsu.edu. Included in the information developed, there is available data on the access to ETSU student’s work under results. The University is currently receiving thousands of hits each month allowing our student’s work accessible around the world.

 

B.       Dr. Brown informed the Council that Dr. Lee Pike is leaving the Chair of the Graduate Curriculum Sub-Committee this year.  The Council needs to solicit a new Chair/member for this valuable sub-committee and requested nominations from the Council.  The Council thanked Dr. Pike for his service to the Graduate Council and this sub-committee.
