Approval of January minutes:
The minutes for January 26, 2010 were approved with one correction. The year was changed from 2009 to 2010.
Curriculum Subcommittee report and recommendations – Dr. Martha Pointer:
I.PhD in Clinical Psychology—Substantive Curriculum Revision.
As the result of a pre-accreditation visit, the Psychology Department decided to revise the Ph.D. curriculum to meet accreditation standards, to condense the program to enhance students’ experiential training opportunities, and to better align the program with other similar programs.
The subcommittee recommends approval with the following changes:
A. See the recommended changes in the M.A. proposal above.
B. Change the credit hour numbers to 48-49 in the Curriculum section on page 2.
C. There is a question regarding the continuous enrollment requirement of the ETSU Graduate School that needs to be addressed.
II. M.A. in Clinical Psychology—Substantive Curriculum Revision.
As the result of a pre-accreditation visit, the Psychology Department decided to revise the M.A. curriculum to meet accreditation standards, to condense the program to enhance students’ experiential training opportunities, and to better align the program with other similar programs.
The subcommittee recommends approval with the following changes:
A. Add an apostrophe to “Dr. Winstead visit” in the first paragraph of the Needs section.
B. Add the word “credit” to the hours listed in the last sentence of the paragraph before Curriculum Revision Objective 3.
C. Re-word the last sentence in paragraph three of Curriculum Revision Objective 3 to read something like “Requiring this course will ensure that students gain assessment evaluation and intervention knowledge.”

III.PSYC 7980, Pre-Doctoral Internship – Substantial Course Modification.
The subcommittee recommended approve contingent upon a zero-credit hour course.
The proposal changes the credit hours from 1 to 0.
Action taken by council: The Graduate Council members did not approve the credit hour change from to zero, therefore, the course will remain as a one (1) credit hour.
IV. PSYC 7910, Clinical Externship – Substantial Course Modification
The subcommittee recommends approval with the following changes:
The proposal changes the credit hours from 2 to 1.
A. Remove the information in the Catalog Description and replace with a short description of the course.
B. Divide the last bullet in the Learning Outcomes into two outcomes.
Action taken by council: Approved with recommendations
V. PSYC 7010, Clinical Psychology Practicum – New Course Proposal.
The subcommittee recommends approval with the following changes:
This course is a part of the accreditation revisions and demonstrates a continuous and hierarchical clinical training program.
A. Change the Grade Type on the last page of the Snapshot from “Pass/Fail” to “letter Grade.”
B. Capitalize the bullets in the Learning Outcomes.
C. Change the wording in the Other Information to read something like “Students must earn a passing grade….”
D. Construct an evaluation form based upon the competencies related to the goals of the practicum. Show how the competencies equate to grades in the course.

VI.PSYC 5017, History and Systems of Psychology – New Course Proposal.
This course is part of the curriculum revision in the M.A./Ph.D. Psychology programs, and is intended for students who did not complete a similar course at the undergraduate level.
The subcommittee recommends approval with the following changes:
A. Change the Technology, Equipment, and Facilities sections to read “Adequate.”
B. Add “or equivalent” to the Prerequisites in the Course Syllabus.
C. Correct the spelling of “improve” in the third Undergraduate Goal.
D. Re-word the last Graduate Learning Outcomes to explain what the students will be discussing.
E. Remove the line explaining the final exam is not cumulative in the Major Assignments section.
F. There is no “A-“ in the Undergraduate Grading Scale. Is this an oversight?
G. There is no “A-“ in the Graduate Grading Scale. Is this an oversight?
H. There is no letter grade below “c” in the Graduate Grading Scale.
Action taken by council: Approved with recommendations
VII. PSYC 5018, Topical Seminar in History and Systems – New Course Proposal.
This new course is part of the accreditation changes for the Ph.D. program. It adds documentation of a graduate-level course in History and Systems in Psychology.
The subcommittee recommends approval with the following changes:
A Change the Technology, Equipment, and Facilities sections to read “Adequate.”
B. In the Major Assignments section, be more specific and state that there will be four written exams covering the four areas of ….
C. In the Other Information section, place a statement that students are responsible for checking their official university e-mail account.

VIII. Graduate Certificate in Healthcare Translation and Interpreting

The subcommittee recommends approval with the following:
The new certificate will prepare students for careers in translating and interpreting in the healthcare setting.
Approved with the following changes:
A. Under Need on page 3, change the wording to “programs of study.”
B. In the Admissions, Retention, and Graduation Requirements, page 4, include wording that states something like “In addition to the admission requirements of the School of Graduate Studies, applicants will be required to take and submit the score of an oral proficiency exam conducted by Pacific Interpreters, Language Testing International, or ALTA Language Services, Inc. Additionally applicants must contact the Foreign Languages Department and schedule a written exam.”
C. Insert the word “interpreting” before “experience” on page 5, section I.
D. In the Evaluation Plans, insert how the data on the certification exams will be obtained.
E. On page 8, change “is” to “are” in the paragraph before the Human Resource Needs section.
F. In the above mentioned paragraph, change the wording to “programs of study” and eliminate the “(North Carolina and Texas)” section.
G. On page 9, 2), under Clerical and Support Personnel, change “developings” to developing.”
H. Recalculate the Student Enrollment Projections so that students who do not complete the program are included and so that enrollments and graduates are reasonable.

IX. LANG 5300: Healthcare Translation—New Course Proposal.
The subcommittee recommends approval with the following:
This course is third course in the proposed certificate in translating and Interpreting.
Approved with the following changes:
A. Remove the “Course Grading Scale” from the Grading Scale section.
B. In the Required Textbook section, change the wording to state something like “A language-specific textbook will be required. For example, those students studying Spanish translating and interpreting will need….” Cite some examples such as the Trabing text.
C. Add a sentence in the Course Goals section similar to the wording in LANG 5200.

X. LANG 5400: Healthcare Interpreting—New Course Proposal. See below.
The subcommittee recommends approval with the following:
This new course is the fourth course required in the proposed certificate in translating and interpreting.
Approved with the following changes:
A. Remove the Corequisite of LANG 5300 since some students may take only one course per semester.
B. Insert the word “interpreting” between “ten-hour” and “experience” in the Catalog Description.
C. Add a sentence in the Course Goals section similar to the wording in LANG 5200.
D. In the Required Textbook section, add a statement about the requirement for a language-specific text and include an example of such a text.
E. Remove the “Course Grading Scale” from the Grading Scale section.

XI. LANG 5200: Medical Terminology for Healthcare Translation and Interpreting—New Course Proposal.
The subcommittee recommends approval with the following:
This proposal is for the second course in the proposed certificate in translating and interpreting.
Approved with the following changes:
A. Remove the “Course Grading Scale” title under GradingScale.
B. Update the Gray’s Anatomy text to a newer edition.

XIII.HDAL 5277: Foundations of 21 st Century Leadership—New Course Proposal
The subcommittee recommends approval with the following:
The proposed course will provide students with information regarding current leadership ideas. It will be an elective for students interested in leadership.
Approved with the following changes:
A. Spell out the word “government” in the Rationale for Proposal.
B. Spell out the word “four” in the Major Course Topics and Learning Outcomes.
C. Remove the comma after “On-line” in the Major Assignments, Class Activities section.
D. Replace “&” with “and” in the Major Assignments and Grade Assignment sections.
E. Make it clear what the content of the graduate students’ Final Paper should be.

XIV.HDAL 5267: Strategies of Personal Development and Effectiveness—New Course Proposal
The subcommittee recommends approval with the following:
The new course will be an elective for students interested in improving their planning and organizing skills.
Approved with the following changes:
A. Italicize the Covey 7 Habits references.
B. Re-word the next to the last bulleted item in Course Goals to read something like “Develop a balanced life plan.”

XVI.ELPA Ed.S. Counseling Non-Substantive Curriculum Change
The subcommittee recommends approval with the following:
The Ed.S. in Counseling will be more closely aligned with the ELPA core requirements and other Ed.S. programs with this change.
Approved with the following changes:
A. Correct the spelling of the word “additional” in the Summary of Actions.
B. Change “that” to “the” in the Summary of Actions.
C. Eliminate the two lines which both state “Electives 3 credits” and add the line “Electives 6 credits.”
D. In the Staffing section, state that the existing Graduate Faculty members in the department will adequately staff the courses.

XVIII. Substantial Course Modification HDAL 4467/5467, Leadership Studies
ELPA no longer wishes to offer undergraduate courses. The new placement of the leadership minor is in HDAL. The course will no longer be cross-listed with Management, but it will appear as an elective for both undergraduate and graduate students in business and technology as requested by graduate students in those areas.
The subcommittee recommends approval with the following:
A. Eliminate the Dual-Listed Prefix and Dual-Listed Number.
B. Add “5467” to the Proposed Course Number.
