International students bring valuable perspectives and skills to East Tennessee State University, and many seek employment opportunities as part of their academic and professional growth. However, hiring and employing international students requires an understanding of federal regulations and university policies to ensure compliance.
This page is designed to assist ETSU faculty and staff in navigating the employment process for international students, including eligibility guidelines, hiring procedures, Social Security Number (SSN) applications, tax considerations, and work authorization requirements. Whether you are hiring a student for an on-campus position or supporting them in securing off-campus work authorization, the information provided here will help ensure a smooth process.

Can International Students Work On Campus?
Yes. F-1 and J-1 international students are generally eligible to work:
- Up to 20 hours per week during the academic semester
- Up to 37.5 hours during official university breaks as clarified in the International Student Employment Policy.
Employment must be on campus or otherwise authorized by the Office of International Enrollment and Services (IES). Students should not begin working until all authorization steps are complete. Additional details about working on-campus can be found here.

Hiring Checklist for International Students
Before hiring an international student, the department should:
- Provide a formal job offer letter
- Confirm work authorization (e.g. CPT, OPT, or Academic Training, when applicable)
- Ensure completion of GLACIER paperwork (nonresident tax compliance system)
- Verify or assist with application for a Social Security Number (SSN) if needed

Recommended Practices for Faculty & Staff
- Submit hiring paperwork early to allow for processing time
- Clearly communicate job duties, schedule, and compensation
- Consult with IES before hiring students on CPT, OPT, or Academic Training

Do Students Have to File Taxes?
Yes. All F-1 and J-1 students and their dependents who were physically present in the U.S. during the previous calendar year must file at least one tax form, even if they had no U.S. income.
