On March 7, 2025, federal funding recipients, including ETSU, received survey requests from federal agencies including the Department of State, USDA, USAID, and CDC. If you receive such a request, please forward it to the Office of Research & Sponsored Programs research@etsu.edu.
Overview
Presidential Executive Orders and actions issued since January 20, 2025 by the new Administration indicate a shift in federal priorities that have impacted or will likely impact current and pending awards, as well as future funding directions for federal agencies and sponsors (see COGR summary),
While we await outcomes of legal challenges, and guidance from federal agencies and sponsors on these actions, the Office of Research and Sponsored Programs Administration (ORSPA) will maintain this site with information and resources to assist investigators and staff to successfully navigate the changing funding landscape.
If you have received communication from your sponsor related to the status of awards or payments, including any type of stop-work order, please forward it to Wendy Eckert. You may direct general questions or concerns to ORSPA at research@etsu.edu.
General Guidance for Investigators

Proposals
ORSPA will continue to submit proposals while federal sponsor submission systems remain operational.- ETSU will continue to utilize its Negotiated Indirect Cost Rates except where a legislatively mandated alternative rate is required.
- Investigators are strongly encouraged to review Notices of Funding Opportunity (NOFO) for changes in programmatic or submission guidelines, or deadlines.

Awards
- Agencies may issue stop-work orders on grants and contracts implicated by recent executive
orders, particularly project with a diversity, equity, inclusion and accessibility
(DEIA) focus or component. If you are uncertain or have questions about a specific
project or component, please contact Wendy Eckertor Nick Hagemeier.
- Continue to perform work on awarded federal projects unless ETSU or you has received a stop-work order from the sponsor. In such cases, ETSU will require work stoppage by any subrecipients or contractors on the project.
- ORSPA will hold subawards and contracts scheduled to be issued under federally funded projects unless and until specific direction from the sponsor agency is received.
- Submit reports and invoices on time as required under your current award terms and conditions. If there are changes in the offing, they will be made through a formal amendment to the current agreement and negotiated through ORSPA.
- Grant Accounting will continue to submit draw-down requests for prior expenses incurred on any existing federally-funded programs.

Compliance
- Be prepared to quickly adapt and respond to expected changes in reporting and/or compliance requirements as reimbursements and continued funding may hinge on prompt action.
