2025/2026 Student & Faculty/Staff Permits
2025/2026 Student permits are available at the Parking & Transportation office (132 Stout Drive). Please bring a photo ID (ETSU ID or driver's license) and your license plate number. We will have extended office hours on August 21, 22, 25, and 26 from 7 a.m. - 6 p.m. to assist with permit acquisition.
2025/2026 Faculty/Staff permits will not be available online or in office until August 28. The 2024/2025 Faculty/Staff permits will be available in office until the 2025/2026 permits become available. The cost for a 2024/2025 permit is prorated. As long as you have not exceeded the 30 days of temporary permits you are allotted per academic year, you may utilize a temporary permit until the 2025/2026 permits are available if you do not have the 2024/2025 permit.

Ride to campus with a buddy?
To be eligible for a Carpool Permit you must have at least two qualifying applicants. Qualifications include: having a valid Faculty/Staff or Student permit, having your own vehicle, and living off campus. Simply fill out the form, available online and at our office, and turn it in at our office to be reviewed.
Brinkley Center Garage
ETSU officially completed the purchase of The James and Nellie Brinkley Center Oct. 1. Levels 1-2 of the James and Nellie Brinkley Center garage, including the ramp between levels 2 and 3, are for Carnegie Hotel Patrons. Levels 3-6 are for vehicles displaying a valid ETSU parking permit (a student, faculty/staff, or visitor permit).

Weekday enforcement times for designated faculty/staff and student parking spaces are 7:30 a.m. until 4:30 p.m. After 4:30 p.m., on weekdays, and during weekends and administrative holidays (when administrative offices are closed), students and employees may park in any designated Faculty/Staff or Student Parking space. Meters are free after 4:30 p.m. Please see section 5.13 for more information.

- The Parking & Transportation Services drive-through window opens early at 7:30 a.m. on weekdays for Visitor & Temporary Parking Permit distribution. Regular office hours are 8:00 a.m. until 4:30 p.m., Monday - Friday.
- Continued construction on campus may affect the availability of certain parking lots/spaces or traffic areas. Please check our website at etsu.edu/parking for updates throughout the year.
- Please make sure to remove your parking permit from your vehicle before selling the vehicle or if the vehicle is in a wreck. You will need to submit the permit to exchange for a replacement, or a replacement fee will be charged. (Please see Section 1.12 of this brochure for more information.)
- Real time space availability can be accessed through the Parking button on the ETSU app. Real-time space availability signs and app counts do not reflect disability spaces in the total.
- Registrants who are selling or trading a vehicle are responsible for removing the parking permit from the old vehicle. If the permit is not removed, any citation(s) issued to that permit is charged to the individual to whom the permit was originally issued even if said permit is expired at the time of citation issuance (See Section 1.12 for additional information).
- Levels 1-2, including the ramp between levels 2 & 3, are reserved for Carnegie Hotel patrons only. Levels 3-6 are reserved for all ETSU faculty/staff, students, and patrons of the Brinkley Center and Martin Center by permit only. Upper levels of Brinkley Center’s Parking Garage are closed from 11:00 p.m. to 6:00 a.m. daily and on weekends except for special events.
- ETSU Police Department is on campus 24/7. They provide vehicle battery boost and unlocking services.
- When ordering a permit online, notify Parking Services within 6 weeks from start of academic year if the permit was not received. For faculty/staff, notify Parking Services within 6 weeks of ordering your permit online if it has not arrived.
- ETSU Police Department now offers ADA shuttle assistance to those approved through Disability Services. Rides are limited to on-campus locations using a specialized golf cart that is capable of transporting disabled individuals including those with non-motorized wheel chairs (See Section 6.2).
- Organizers of events should email the Parking and Transportation Services office to request a visitor permit for their guests prior to the event. Failure to notify Parking may result in guests being cited (See Section 2.14).
- Chronic Violators are now defined as those individuals who accumulate 5 or more citations during an academic year. Habitual offenders are now defined as those individuals who accumulate 10 or more citations during an academic year (See Sections 5.1 & 5.2).
