March 14 & 15th, 2023
During spring break on Tuesday, March 14 & Wednesday March 15th, parking lot 36 (behind Rogers-Stout) will be closed to all vehicles due to a crane having to hoist a piece of equipment onto the roof of the Sherrod Library.

Beginning on Monday, March 13th, South Dossett Drive at Lucille Clement will need to have 6 parking spaces blocked for workers to access the storm drain. Additionally, there are 2 spaces on Beller Drive at Wilson-Wallis that need to be blocked as well for access to the storm drain system. Watch for cones and construction vehicles/equipment.

Seal coating will begin today in several student lots. Please refer to the area outlined in red on the attached map. The contractor is starting with Lot 8 today. Lots 4 and 5 will be closed Thursday, June 23 through Saturday, June 25th. Weather permitting, Lots 6 and 7 will be closed from Saturday, June 25 through Wednesday, June 29. Signage will be posted prior to closure.

A partial road closure of Martha Culp Avenue from Stout Drive to the roundabout on Sherrod Drive is planned for Wednesday, December 2. A crane will set up on Martha Culp Avenue and will lift materials onto the roof of Brown Hall. The crane is scheduled to arrive at 8:15 a.m. and to leave by 2:30 p.m.

Weather permitting, Summers Taylor plans to perform milling and paving on Stout Drive in front of Gilbreath Hall on Thursday and Friday (August 6th and 7th). Pavement marking will occur Saturday, August 8th.
This will require closing lot 34 and a portion of Stout Dr. from Martha Culp Ave. to the stop sign in front of Reece Museum from Thursday morning through Sunday (August 6-9).

A road closure is scheduled for Tuesday, July 14, from 6:30 a.m. to 5:00 p.m. During this time Martha Culp Ave. and Sherrod Dr. will be closed from Stout Dr. to State of Franklin. Parking lots 25 and 26 will also be inaccessible/closed for this time period.
During this closure, traffic on Martha CulpAve. will be routed along Stout Dr. in front of Gilbreath Hall as indicated in the below sketch.
This closure is to allow repairs to the east side of the Ballad Health Athletic Center (Mini Dome).

Preston Construction will be working in lot 16 to repair the drainage and curb. The contractor should not take up more than a few parking spaces; however, there will be truck traffic associated with the removal of debris and new installation.

John Robert Bell Drive partial closure for Be Well Bucs Health and Wellness Fair
We apologize for the inconvenience, but due to the Be Well Bucs Health and Wellness
Fair on Tuesday, Sept. 17, we will have a street closure at the intersection of John
Robert Bell Drive and David Collins Way. This will close access on John Robert Bell
from this intersection toward the Parking Garage. This closure will affect the parking
areas in front of Warf-Pickel and the Ballad Health Athletic Center (Mini Dome) beginning
on Monday, Sept. 16, at noon. All vehicles will need to be moved by 8:30 p.m. on Monday,
Sept. 16, to avoid being towed. This closure will last from Monday, Sept. 16 at 8:30
p.m. until Tuesday, Sept. 17, at 2:30 p.m. when the special event has ended. Thank

On Wednesday, June 5, 2019, a new cooling tower will be delivered to the central chiller plant. The work involves 3 oversized loads and a 90 ton crane which will virtually block portions of the road for the entire day.
1. Barricades will be erected on Tuesday evening at David Collins Way and South Dossett.
2. Emergency vehicles will be able to access as needed.
3. Parking lots associated with Lyle House, Earnest House, the Data Center and the back parking area of Wilson Wallis will be affected.
As noted, emergency access will be maintained, however, lifting the large tower component requires the closure of portions of the road for safety.

Main Campus Garage and Millennium Center Garage Changes:
In the interest of safety, stop bars with the word "Stop" have been placed in strategic locations in both the main campus Parking Garage and Millennium Center Garage. Additionally, for the main campus Parking Garage, the traffic pattern on the ground level must continue straight and can no longer make an immediate left turn. When exiting the main campus Parking Garage using the ground level, all vehicles must be aware that the whole ground level is only a one-way. This means that all vehicles who are getting to the ground level by way of the ramps must turn left and continue toward the exit. Any vehicles parked on the ground level must also abide by this one-way traffic flow to exit on the ground level. We hope these safety changes are not an inconvenience. ETSU officially completed the purchase of the Millennium Center Oct. 1. Levels 1-2, including the ramp between levels 2 and 3, are for the Millennium Center and Carnegie Hotel Patron Parking. Levels 3-6 are for vehicles displaying a valid ETSU parking permit.

A portion of Martha Culp Avenue from Stout Drive to lot 24 on Sherrod Drive will be closed for access to set a small crane in front of Mathes Hall to lift a replacement exhaust fan to the top of Mathes Hall. Road closure should last no longer than one hour. This will begin at 9:30 a.m. on September 27, 2018 if weather permits.

The section of Gilbreath Drive in front of Burgin Dossett will be closed for a pump truck to gain access. Barricades will block off spaces. Please have vehicles moved by 11:00 p.m. on September 26, 2018 to avoid having your vehicle towed. Construction work should be complete by 7:00 a.m. barring unforeseen circumstances.

Beginning Monday Aug. 20, all designated parking rules are in effect and will be enforced. Between the hours of 7:30 a.m. to 4:30 p.m., Monday through Friday, all faculty/staff and students must display a valid parking permit and park in the respective lots. This means that faculty/staff may only park in faculty/staff or undesignated spaces with their faculty/staff permits. Students may only park in student or undesignated spaces with their student permits.
All contractor vehicles must have a construction permit or company logo displayed on the vehicle. Vehicles displaying construction parking permits may park in designated construction zone parking areas.
As a reminder, Parking Services is ticketing for all other regulations which are being enforced 24 hours a day, 7 days a week. If you have questions, please contact us at parking@etsu.edu or 423-439-5650.

Due to the narrowness of Stout Drive, the three Archives/Museum spaces that were located directly in front of the Reece Museum have been moved to replace the three parallel Faculty/Staff spaces that are located adjacent to the original spaces. The three Archive/Museum spaces are going to be a no parking zone. Please watch for new signage when choosing a parking space.

As part of the "Solar Panel Project", there will be a series of "Crane Lifts" to the roof of Sherrod Library. In order to accommodate the large crane necessary for these lifts, we need to temporarily close the loading dock and adjacent parking spots behind Sherrod Library for the following dates and times:

Monday, 7/23/18 in the Evening
Tuesday, 7/24/18 from 6 AM to 7 PM
Friday, 7/27/18 for a Half Day

The expected closures of the south side of South Dossett Drive and lot 35 have been changed from today to tomorrow, June 19, 2018. These areas are expected to be closed until 2020. A picture for the intended closings is located in the entry for June 14, 2018.
In addition to these closures, part of lot 32 will be closed Tuesday, June 19, and Wednesday, June 20, for asphalt repair. Stout Drive will also have some closure for asphalt repair Tuesday, June 19, and Wednesday, June 20. Traffic will be re-routed through lot 32.

Due to the intended closure of the south side of South Dossett Drive, the direction of traffic flow on Ross Drive has been rerouted. Traffic flow now goes from north to south to provide access to South Dossett Drive. The closures of the south side of South Dossett Drive and of lot 35 are expected to be performed on Monday, June 18, 2018.

Part of the new Nell Dossett parking lot requires new storm drainage. Starting on Wednesday, June 13th, through Thursday, June 14th, there will be a lane restriction on Seehorn Drive by the Art Annex. The restriction will cause the north side (opposite of the Art Annex) to be narrowed by 5 feet. There should not be any interruption to emergency vehicles or normal traffic. Please be cautious.

Please be advised that tree removals will be taking place in multiple areas on campus. Part of lot 11 has been blocked off for tree removals. On Monday, June 4th, all of the spaces on David Collins Way to the south of the Warf-Pickel play lots will be blocked off for at least two days for a tree removal.

Seal coating and painting for this project will begin today if weather permits. Once complete, traffic flow will go from North to South to provide access to South Dossett Drive.

The contractor continues to work on demolition on South Dossett Drive in front of Lamb Hall. Under the asphalt road was a concrete road that will require additional demolition resources for placement of storm water pipe. We anticipate the work to be completed in a few weeks. This was a 90 day project with completion originally scheduled in mid-August, pending no weather delays. Please bear with us during this construction project that is to help alleviate flooding on roadways and across sidewalks. We are doing our best to expedite this portion for clinic access.

The storm water contractor will be performing asphalt milling operations at John Robert Bell Drive by Wilson Wallis and the intersection of South Dossett Drive/John Robert Bell Drive. The milling is preparation for excavation for a new storm water drainage line. The work has already begun and will continue in this area with an expected completion date of August 15th.
Traffic flow will be restricted to one lane at times and a flagman will be present for traffic control.

Thursday night, May 24, 2018, lot 32 will be closed. The storm water contractor will be starting their excavation on Friday. Upon completion of the parking lot excavation, it will open and traffic will be routed through the parking lot as Stout Drive will be closed for a 2nd excavation relative to additional drains and pipe required to handle rain loads.

The following drawings illustrate the construction related closures/changes that will be in effect for the vicinity surrounding Burgin Dossett until around the end of August. This project involves removing the existing porticoes on the west and east sides of Burgin Dossett. The project is extensive and involves heavy construction equipment that will generate loud noise and vibration.
The 1st floor entrances on the west side will be closed for safety. The entrance and stairs to the basement by Procurement will remain open for egress. Fire egress is through the north and south entrances.
The meters in lot 31 are being temporarily used as ADA (disability) spaces to offset the loss of ADA spaces from lot 32.

Career Quest will be in the ETSU/MSHA Athletic Center (mini-dome) April 12-13. In order to provide safe access, the following detours will be in effect from noon to 5 p.m. on April 11 and then after the event on April 13.
- Eastbound right-hand lane of State of Franklin, between Jack Vest Drive and the mini-dome side entrance, will be closed. This is the lane immediately parallel to the State of Franklin side of the parking garage and mini-dome.
- East entrance to the parking garage, between the garage and the mini-dome, will be closed to all traffic.

The Johnson City Area Builders Association will be bringing their Annual Home and Garden Show to the ETSU campus February 19-19, 2018. The event is scheduled to take place in the ETSU/MSHA Athletic Center (Ballad Health Athletic Center (Mini Dome)). We are anticipating that event exhibitors will be bringing a number of large vehicles containing display items and booths on campus during this time. In order to provide safe access for ETSU students, faculty, staff, and our visiting event exhibitors and to provide a relatively trouble-free traffic pattern during the event, the following detours will be in effect for periods of time beginning Wednesday, February 14, 2018 until Monday, February 19, 2018:
- The Eastbound right-hand lane of State of Franklin, between Jack Vest Drive and the Ballad Health Athletic Center (Mini Dome) side entrance, will be closed. This is the lane immediately parallel to the State of Franklin side of the parking garage and mini-dome.
- The East Entrance to the parking garage, between the garage and the mini-dome, will be closed to all traffic.
In order to cut down on congestion in these areas and to possibly avoid traffic delays, it is recommended that alternate routes be utilized to enter and exit the parking garage and surrounding lots during these dates. Go Bucs Trail and J. L. Seehorn, Jr. Road can both be accessed from David Collins Way on the far west end of campus, beside Earth Fare. Go Bucs Trail provides a straight route to the garage and surrounding lots, while J. L. Seehorn, Jr. Road provides easy access to Jack Vest Drive, which also connects to the garage area.
We understand that this may be a short-term inconvenience for some. We certainly appreciate your understanding and cooperation as ETSU continues to promote involvement and partnerships with our surrounding communities.

The contractor performing storm water drainage work on campus will be returning tomorrow, Friday the 13th, to continue work on the items that they were not able to complete over the summer. They intend to work over the weekend and through Tuesday the 17th. There may be some disruption to traffic flow due to the work that will occur in lot 37 by Sam Wilson and Campus Center Building. The contractor will perform traffic management in areas affected. Barricades will be set to block off spaces tomorrow evening.
- Traffic will still be able to flow behind Carter Hall.
- There will be a need to close off the RA/RD reserved parking space behind Carter Hall during the work.
- No parking on the west side of Campus Center Building.
- Other locations involved in contractor work include the concrete walk/curb repair that may affect some parking in Lot 21's northwest corner.
- Pavement marking on Jack Vest at round-a-bout.
- Contractor is aware of Train Museum operations on Saturday.

We wanted to notify you of how parking will work Friday, September 1st, due to preparation for the football game that will be on Saturday, September 2nd. The half of South Dossett closest to the stadium will be closed and cleared by 5:00 p.m. so that only those with a tailgating permit may be parked in the affected area. Other areas affected will be Lots 17A, 21, 22, 38, 39 (Nancy Dishner Lane), U and T. These areas will be paid parking for the game.
Vehicles not moved from these areas by 12:00, midnight, will be towed to Lot 9.

Levels 1 & 2 of the Parking Garage will be closed July 31st and August 1st for pavement painting. Levels 3 & 4 may be accessed from the east side 2nd level entrance.
July 17, 2017 Storm Sewer Line Update
- Parking Lot 37 will open by end of today for use. There will still be construction traffic in the area, so please use caution.
- The next phase of construction will be on the south side of Campus Center Building. The storm line location is under the existing sidewalk.
- The sidewalk will be removed and replaced as part of the project.
- There will be tree pruning to accommodate the large excavator required to place the line (8 ft. deep).
- The south entrance at CCB will be temporarily closed.
- To remove spoils and deliver gravel fill will require construction traffic on Pedestrian Mall.
- Construction in this area should be completed over the next 10 days.
July 14, 2017
Please be advised that the contractor is moving forward at a fast pace and continues to push toward Gilbreath Hall. Next week they will finish excavation in Lot 37 and move into the area between Campus Center Building and Carter Hall. Be careful!!!
- The main sidewalk on the south side of Campus Center Building will be removed as the storm line will be under it. This requires the use of a large excavator and large dump trucks used to haul away debris.
- Trucks will be bringing gravel up Pedestrian Mall and dumping on the pavement. This is to fill in the trench containing the pipe. The contractor will work to minimize traffic and gravel on Pedestrian Mall.
- There will be traffic barricades at Carter Hall for a few days as they move across the parking for Carter. Carter will still have parking, but it will be just a bit congested to move in and out of the lot.
- Lot 37 will be open with gravel in place until paving can be completed.

Construction crews will be replacing the Powerhouse Boiler. The parking spaces located between Carter Hall and Lamb Hall will be blocked off to allow two-way traffic into and out of Lot 37. Access to parking at the Ballad Health Athletic Center (Mini Dome)/Bucsports, the front of Warf-Pickel and Lot 21 will remain available because David Collins Way will be open.

Construction crews will be working to improve storm water drainage across campus. Access to the Parking Garage will not be affected because the roundabout will still be open. We are pleased to announce the reopening of Jack Vest Drive to through traffic. The southern portion of the road has been redesigned for safety, including a median and an enhanced traffic circle to better align traffic flows. Please be alert and cautious due to the new traffic pattern.

No vehicle traffic will be allowed in this area (please see map below). As part of this closure, you will not be able to access or utilize Parking Lot 17 (behind Luntsford Hall) nor any CPA parking lots.

Lot 20 off Beller Drive, between Lyle and Earnest Houses, will be closed to parking beginning March 21, 2016. Approximately 6 street parking spaces will also be closed and blocked to parking at the same time. These spaces run along Beller Drive from the northwest paved area entrance at Wilson-Wallis Hall south to the entrance to Lot 20. These closures are due to construction of the new ETSU Data Center project, which is expected to last one year.

ETSU Students, Faculty, and Staff:
As of January 2016, we have entered Phase I of the construction process on the new football stadium. This is an exciting time for our university; however, as with any construction, adjustments will be required. Nancy Dishner Lane, which runs between the CPA and current parking lot 19, is now a two-way street and is no longer available for parking. Some spaces in lot 19 have also been closed. However, over 250 spaces are still available in lot 19 and will remain open until Phase II begins in March 2016. During all phases of construction, ample spaces for student parking will remain available in lots 16, 21, and 22, which are all in the same general area.
